未成年人是图书馆的一类重要服务群体，他们不仅自己使用图书馆，还带动与之密切相关的人群走进图书馆。作为成人的预备，各国图书馆都非常重视面向未成年人的服务。我国图书馆未成年人服务早在20世纪初就已经产生，但落后于图书馆的成人服务。开外家茶重粉派史包图书馆未成年人服务发展迎来良好时期，国家在丰富图书馆未成年人服务的实践基础上开始进行理论探索。本文选取图书馆未成年人服务发展历史悠久、研究成果丰硕的英美两国为例，以影响图书馆未成年人服务开展的基本要素为切入点，对法律法规和政策文件、人员、经费、馆藏、空间/环境等要素进行剖析，化希望通过对英美两国先进经验和理论的学习推动我国图书馆未成年人服务的发展。
他格矛子翻绿统属评 全文共分十章:第一章，绪论;第二章，研究综述。对国内外研究成果进行梳理与总结;第三章，图书馆未成年人服务的理论基础和主要理念。对图书馆未成年人服务中涉及到的社会科学理论护南酸消括、教育学理论及图书馆学理论逐一进行介绍。此外，对一些支撑和影响图书馆未成年人服务开展的主要理念进行阐述，如儿童本位理念、儿童优先理念和儿童利益最大化理念等;第四章，图书馆未成年人服务的法律法规与来自政策。先对图书馆未成360百科年人服务遵循的国际准则--《儿童权利公约》基本情况进行了介绍，然后分别对国际图联/联合国教科文组织颁布的国际性政策与文件、英美颁布的图书馆领域和教育领域的法律和政策进行阐述，分析它们的产生背景、主要内容以及对图书馆未成年人服务的推动;第五章到第八章按照影响图书馆未成年人服务的因素展开。第五章，图书馆未成年人服务的人员要素。对儿童馆员的职业要求、专武鲜如其展组道业教育、在职培训、职业资格认证等情况进行说明，主要以英美两国为例，对少儿图书馆员和中小学图书馆员的基本情况分别进行介绍，最后对图书馆未成年人服务中的志愿者服务情况进行了阐述;第六章，图书馆未成年人服务的经费要素。将公共图书误指按良站声物创进馆和中小学图书馆两种类型的图书馆分开论述，每一部分按刚使热细降编控低照英美两国图书馆经费的现状、发展变化、经费来源及经费支出的组成及各部分的比例等展开。此外，还对英美两国图书馆面临经费缩减的现实情况如何进行是更判经费的争取，英国的SLS如何题对中小学图书馆辅助进行了介绍;第七章，图书馆未成年人服务的馆藏要素。对图书馆未成年人服务的馆藏要求、馆藏类型、馆藏数量及所需经费、馆藏资源的建设与发展等方面进行了阐述。此外，还将国外关于馆藏数量的确定及计算方法引入进来;第八章，图书馆未成年人服务的空间/环境要素。对图书馆未成年人服务的空间要求、大小及其设置、不同年龄段儿童空间的特点及设计、空间布局与室内的设培看双施设备等方面进行了论述;第九章，英美图书馆未成年人服务保障对我国的启示与借鉴。先对我国图书馆未成年人服务发展的现状进木怀须守胜家住举振向约行了梳理和总结，指出我国图书馆未成年人服务存在的问题，通过对英美两国图书馆未成年人服务保障带给查开投员谓针仅我们的启示，提出了完善的思路;第十章，结语。对本文的研究结论进行归纳与总结，指出文中存在的不足，并提出了今后有待继续研究的问题。

Library service for minors in China has appeared as early as the early 20th century, but it lagged behind the library adult services. Accompanied with the national value on the minors''reading and the issue of related policy documents, library service for minors has come into the good development period. It starts the theoretical exploration base on the rich practices. This study selects Britain and America which has a long history and fruitful reasearch achievements on the library service for minors for example, setting the basic elements that influence the library service for minors as the starting point, analying the laws and regulations, personnel, funding, collections, space/ environment and other factors, in order to promote the development of library service for minors by learning advanced experience and theory of Britain and America.

Chapter one, introduction. Chapter two, study reviews. Sorting out and summarizing the domestic and foreign research achievements. Chapter three, the theorical foundation and main philosophy of library service for minors. It introduces the social science thoery, educational theory and library theory that related to library service for minors one by one in detail. In addition, it elaborates the main philosophy that support and influence the library service for minors, such as child-centered, child priorites and child benefit maximization. Chapter four, legal regulations and policy documents of library service for minors. It first introduces the international norms "Convention on the Rights of the Child ", then international policy documents issued by IFLAAJNSECO, the policy documents that issued by Britain and Ameirca, analyzing the background, main contents and its promotion on library service for minors. Chapter five to eight expand with the factors that influce library service for minors. Chapter five, the staff elements of library service. for minors. It illustrates the job requirements, professional education, in-job training, vocational qualification of children librarians, maily set the Britain and Ameirca as example. It introduces the baisc situation of children librarians and school librarians. Lastly it describes the volunteer services and systems of library minor services. Chapter six, the funding elements of library service for minors. It distinguishes the two types of libraries-public library and school library. Each part includes the status quo, development and change, the revenues and expenditures and their constitutions and the percentage of each part. In addition, it also introduces how the library get the funding facing with the funding reduction in Britain and America, how the British SLS assists the school library. Chapter senven, the collection elements of library service for minors. It introduces the aspects of collction requirements, collection types, collection amounts and funding, the construction and development, collection evaluation and so on. In addition, it brings the method of collection calculation into the article. Chapter eight, space and enviroment of library service for minors. It discussed the space requirements, size and setting, charaters and design of children library space and layout, indoor facilities in children library and school library. Chapter nine, inspiration of Britain and Ameirca library service for minors to China. First, it summaries the development status of library service for minors in China, then points out the problems that exiests and then combines with the inspiration and puts forward the perfect ideas and methods. Chapter ten, conculusion. First, it summaries the research conclusions and then points out the limitation of the research and the shortage. Furthmore, it states the problems that need to be studied.
